A. General DGB BildungswerkBUND e.V.(DGBBW) is the federalorganization of the GermanTradeUnionConfederation(DGB)forgeneral,political and tradeunionrelated knowledge transfer,trainingand further education.
Within the North-SouthNetwork(NSN),we have been workingwithtradeunionprojectsandinitiativesindeveloping and transition countries inLatinAmerica,Asia, South EastEuropeand Southern Africafor three decades.We support our partnersin the planning of sustainable development strategiesand promote "capacitybuilding" - becausesocial development needs qualification.
Our developmentcooperationaimsatensuringpolitical, economic andsocialhumanrights, decent workforall, the promotion of democracyand gender equalityincompanies andinsociety. Wepromote sustainableeconomicandsocialdevelopment,whichminimizesexistinginequalities.Forthis purpose, we support the formationandconsolidation of strong,democratic,politicallyandfinanciallyindependenttradeunionsandorganisations that represent the interestsand rights of workers.
Forplanning,monitoringandevaluation as wellas for reporting, the projectpartnersfollow a result-oriented approach which isinaccordancewith the standards of the FederalMinistryforEconomicCooperationandDevelopment(BMZ)as well as with the principles of the DAC / OECD.
Within the current Asia project 2019-2021 of the DGB BW,anonline course (webinar) on datacollection methods andtoolsforappropriatemonitoring of the cooperationprojectsin South andSoutheastAsiashould be implementedin order to improve the projectpartners´capacity on effectiveprojectimplementationandMonitoring.
Objectives of the webinar are:
Reflectionwithprojectpartnersabouttheirexperiencesin data collection and monitoring of projects
Introduction of projectpartners to dataresearch methods andtoolsandtheirimportanceforadequateprojectmonitoring
Introduction of project partners to key implementation aspects of research methods:purpose,design,strengths,limitations
Familiarisingprojectpartnerswithimplementation processes of data research methods
Familiarisingprojectpartnerswithadequatereporting of data researchfindings.
The webinarwilltakeplaceonlineandmust be inEnglish. The webinarcan be offeredinseveralmodules if applicablein terms of content anddidactics.
The webinar is intended to build on the experienceand knowledge of project monitoring of the current projectpartnersin the Asiaproject. For thispurpose, the externalexpertshould get anoverview of the current approach of the projectpartnersfor project monitoring through the document view. In addition, a preparatorydiscussionwith the DGB BW should take place to clarifycontent-relatedandtechnicalquestionsregarding the conceptualandcontent-relatedpreparation of the webinar. The externalexpert then identifiesappropriatedatacollection methods to supportprojectmonitoringfor the projectpartnersandprepares them forpresentation to the projectpartnersin the context of the webinarin terms of content and didactics(theoretical background, procedure, aspectsforselecting the method). The external expert will conduct a webinartrial run together with the DGB BWin order to check iftechnicaland content relatedaspectsareproperlyprepared.Afterwards, the webinarwill be conducted through the externalexpert for the projectpartners. Through the webinar, the projectpartnersare then to be informedabout how dataresearchprocessescan be carried out and how itcan be prepared in a monitoring report.
The DGB BW provides the appropriatesoftwareforcarrying out the webinar. The DGB BW currently works withgo-tosoftware, but isalsoexamining other providers of webinar software.
IV. Extentofthe Webinar
The webinarshallgive the projectpartners the opportunity to exchangeand to reflectabouttheircurrent project monitoringpractices. Furthermore, the projectpartner are informed aboutadequate data collection methods andtoolsin the context of project monitoring and should be able to select the methods according to their needs. Eventually, the projectpartnersareable to implement the datacollection methods andtoolsand to report theirfindingsappropriately.
The implementation of the assignmentshouldtake a total of approximatelyeight hours (oneworkingday)pluspreparation time. Since the assignment can be divided into severalsessions, the total time of the execution canalso be divided.
V. Methods and Phasesofthe Webinar
The webinarshall be implementedin three differentphases:
Inceptionphase:Preparatorytalkswith DGB BW, desk study of relevantdocuments,development of methodologicalapproachandinstruments
Testphase: The external expert willcarry out a testwebinarwith the responsible DGB BW staffonline to agree on technicalandcontent-relatedaspects.
Implementationphase: After final agreements with DGB BW, the externalexpertshould conduct thewebinarwith the current projectpartners of the DGB BW andcreate a videorecording for documentationpurposes
The methodologicalanddidacticdesign of the webinarshould be arrangedin a participatoryandprocess-orientedmanner.

Contents of the Offer
The offershallinclude a shortdescription of understanding of taskandapproachtowards the webinar, the external expert’s CV, a list of relevant previous assignments,and a separatepriceoffer.
The pricingshould be based on a fixedprice(grossandany other paymentslikedailysubsistence,socialsecurityandtaxes). VAT shall be stated separately. The offershall be oriented on daily rates but shalldistinguish(alsoinrates) between days needed for preparationandimplementation.
